You can sue the city, you can sue the county, you can sue the state. I’ve sued all those entities, multiple cities, state of California, all the counties around here because of bad road conditions and hazards that they didn’t fix or they created. Sometimes they’re doing road work and they don’t create it properly. It’s not safe and they don’t warn you and they don’t block it and the cyclists have hit those things and broken bones. The city, the counties, any state agency is responsible for making sure their roads, their conditions are safe for everybody.
